Introduction
The unified emergency response system of Uttar Pradesh is UP112, which aims at offering rapid, coordinated, and effective service to police, fire, medical, and other emergency services. Since the geographical coverage of the state is large, and several control centers and field units are involved, it was necessary to have a smooth flow of information between the command centers and radio users like PRVs, DCRs, and OMCs. Old radio communication systems were not very scalable, centralized monitoring and inter-district coordination was also a problem. In a bid to fill these gaps, an effective Radio over IP (RoIP) gateway solution was adopted in NexGen UP112.

Operational and communication limitations faced by UP112 prior to the RoIP deployment
Managing reliable radio communication across a large geographical area with thousands of PRVs and high daily call volumes required a highly scalable and robust system.
Legacy radio infrastructure operated in isolation at district levels, making centralized monitoring, inter-district coordination, and real-time supervision difficult.
Integrating existing VHF/UHF analog and DMR radios with modern IP-based command centers and SIP systems without service disruption was a major challenge.
Dependence on mobile data networks led to communication gaps during outages, necessitating a resilient voice communication mechanism independent of MDT connectivity.
System Implementation

Radio Gateway
The ROIP-300Dx radio gateways of StackIOT were implemented at 81 points, such as CCC, OMC and DCRs. The gateways have analog and digital radios with DMR on VHF and UHF networks. It can be characterized by such features as voice calls, support of DMR data, remote radio monitoring, selection of channels and frequencies, radio kill and radio un-kill, redundancy, and remote radio control.

Dispatcher Software
Dispatcher software was implemented for 108 users in CCC, OMC and DCRs. It allows real-time viewing of different districts, selective voice calls, broadcast voice calls, sending text messages, district to district conferences, remote radio control, as well as real-time GPS tracking of PRVs. Its intuitive interface enables the dispatchers to pick radio channels rapidly, place PTT calls and organize emergency responses easily.

RoIP Advanced Digital Server Software
The RoIP server software was installed in a centralized RoIP server at the district and regional data centers. It operates and regulates all RoIP equipment in Uttar Pradesh. The server enables voice dispatch, voice recording, individual and group calls, multicast and broadcast calls, and conference calls, radio GPS tracking and integration with IP-PBX and SIP-based IP phones. Recording of all radio conversations is done with date and time and caller identification, which makes it accountable and traceable.
Impact and Benefits
The NexGen UP112 RoIP implementation contributed greatly to the reliability of communication, scale, and efficiency. Timely response and enhanced situational awareness were ensured by centralized control, remote monitoring, seamless inter-district coordination and integration with IP-based systems. The solution was vital in ensuring that there was constant communication in case of emergencies, which has a direct contribution to better public safety across the province of Uttar Pradesh.
